歐亞經(jīng)濟(jì)聯(lián)盟將對中國石墨電極實施配額限制
EAEU to introduce quotas for Chinese graphite electrodes
歐亞政府間理事會(EIC)已指示歐亞經(jīng)濟(jì)委員會(EEC)理事會通過一項決議,對自中國進(jìn)口的石墨電極實施反傾銷措施。Kallanish獲悉,該決議設(shè)定了年度配額額度,在此額度范圍內(nèi)不征收反傾銷稅。
The Eurasian Intergovernmental Council (EIC) has instructed the board of the Eurasian Economic Commission (EEC) to adopt a decision on the application of anti-dumping measures against graphite electrodes imported from China. This establishes an annual quota volume within which anti-dumping duties are not levied,Kallanish notes.
指定進(jìn)口配額為:亞美尼亞700噸,白俄羅斯1,000噸,哈薩克斯坦1,000噸。配額內(nèi)進(jìn)口貨物在確認(rèn)其預(yù)期用途后,可免征反傾銷稅。
The specified volumes will be 700 tonnes for Armenia, 1,000t for Belarus, and 1,000t for Kazakhstan. Imports within the quota will be exempted from anti-dumping duties upon confirmation of their intended use.
委員會表示,根據(jù)相關(guān)指示,該問題必須在2025年12月17日前由歐亞經(jīng)濟(jì)委員會審議。
According to the instruction, the issue must be considered by the EEC board by 17 December 2025, the Commission says.
歐亞經(jīng)濟(jì)委員會此前建議歐亞經(jīng)濟(jì)聯(lián)盟(EAEU)的石墨電極消費者和制造商重建供應(yīng)鏈并重新簽訂供應(yīng)合同。制造商簽訂長期供應(yīng)合同的義務(wù)已作為附件納入本項反傾銷稅決議。
EEC recommended previously that graphite electrode consumers and manufacturers in the Eurasian Economic Union (EAEU) rebuild the supply chain and re-sign supply contracts. The obligation for manufacturers to sign a long-term supply contract is included as an attachment in this anti-dumping duty resolution.
歐亞政府間理事會是歐亞經(jīng)濟(jì)聯(lián)盟的執(zhí)行機(jī)構(gòu),由成員國政府首腦——亞美尼亞、白俄羅斯、哈薩克斯坦、吉爾吉斯斯坦、俄羅斯——組成,負(fù)責(zé)監(jiān)督聯(lián)盟條約的執(zhí)行。
EIC is a body of EAEU, consisting of the heads of government of the member countries – Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia – which oversees the implementation of the Union's treaties.
